Who We Are
DVSA, LLC was founded to do one thing well: help public agencies and municipalities make better decisions about transportation and urban mobility. We work at the intersection of planning, data, and policy—where technical depth meets institutional realities.
We are based in San Juan, Puerto Rico. Our work spans the island's transit authorities, municipal governments, and partner agencies.
How We Work
Our methodology rests on three principles.
1. Specificity over generality
We don't sell "innovation." We build defensible feasibility studies, standardized GTFS feeds, and federally compliant deliverables. The work is technical, and we treat it that way.
2. Implementability over theory
Every recommendation is designed to be acted on. We work within the real constraints our clients face: procurement rules, funding cycles, agency capacity, and decision timelines.
3. Continuity over events
Public-sector transit improvement is a long game. Our projects are designed to compound—each deliverable strengthens the next, and our ongoing support ensures that what we deliver keeps working after our engagement ends.
