Carlos Del Valle, EIT, PPL

Principal Consultant and Project Director

Carlos is a licensed planner and engineer-in-training with extensive experience leading transportation and infrastructure projects across Puerto Rico's public and private sectors. As Principal Consultant, he directs DVSA's project portfolio—including transit network analyses, GTFS implementations, and federally-funded planning programs.

Transportation engineering, strategic planning, transit planning, infrastructure project management, public agency consulting.

Andrea Iguina, PPL

Senior Transportation Planner and Project Lead

Andrea specializes in transportation planning, stakeholder engagement, and multi-jurisdictional project coordination. She has managed transportation initiatives for municipalities across Puerto Rico, helping agencies organize complex projects, coordinate multidisciplinary teams, and transform planning efforts into implementable programs.

Public transportation planning, public engagement, fund management, project and program coordination, grant management.

Victor Uribe, PhD

Senior Transportation and Planning Consultant

Victor brings deep research expertise in civil engineering and transportation planning. He combines academic rigor with applied consulting experience and currently serves as adjunct professor at Everglades University and associate professor at the Polytechnic University of Puerto Rico, Orlando campus.

Specializations:

Transportation research, civil engineering, applied planning analysis, academic-practitioner integration.
